The works of the government is define by the principles of 3 arms notably legislature, judiciary and executive.. so although parliament passes laws, the judiciary execute the law.. so one can not say parliament has the ultimate power when it comes to the rule of law.. because the parliament also have to seek courts decisions on certain decisions of the parliament. On the same token.. the laws are not made by the parliament but by the executive and given to the executive to pass it in parliament.. so it is like the ultimate power of the rule of law is shared evenly among these 3 arms of government.. otherwise if these 3 arms of government are under certain influence then..then it arises certain questions

a critical view indeed for democracy.. but to take a holistic view, Common Law principles particularly Magna Carta and Kilmur letter to Heath should be applied as they provide guiding sides of how a democractic government should operate ... like protecting the sovereign government and on the other hand defending the rights of citizens..
