Just to follow up on this. Have now had 2 visits from a "Census officer" asking if I've had the form and filled it in. Sent him on his way first time, and second, just shut the door on him.
No not obliged. It says in the form itself they have no right to your data unless you are willing. Bin it, it’s an insult counting who’s left after they’re murder spree
